Frequently Asked Questions

Questions from CJA panel attorneys and service providers about using PanelTime. Don't see your question? Email us.

Does PanelTime work with typed or electronic records?

Yes. PanelTime reads both handwritten and typed timesheets. If you keep your time electronically — in Word, Excel, Google Docs, Google Sheets, or any other program — just export it as a PDF and upload it the same way you would a scan or photo. The AI reads whatever is on the page.

What file types can I upload?

PanelTime accepts PDF, JPG, and PNG files up to 20 MB. Multi-page PDFs are supported — all pages are read top to bottom.

Can I use Word, Excel, or Google Docs?

Yes — just export your document as a PDF first:

  1. Microsoft Word or Excel: File → Save As → PDF
  2. Google Docs or Google Sheets: File → Download → PDF Document
  3. Apple Pages or Numbers: File → Export To → PDF

Then upload the PDF at CJAeVoucher.com.

Can I upload entries saved in Outlook?

Yes, but Outlook entries typically include a Subject (description) and Date — they don't include hours. PanelTime needs a time/hours value for each entry to fill your eVoucher, so you'll need to add that column first.

Here's how:

  1. Export your Outlook folder to Excel: File → Open & Export → Import/Export → Export to a File → Microsoft Excel
  2. Add a Hours column and fill in your time for each entry
  3. Save the file as a PDF
  4. Upload the PDF at CJAeVoucher.com

Once your template is set up, it'll be fast every time.

What does my timesheet need to have?

Every entry needs three things: Date, Description, and Hours. For expenses, use Date, Description, and Amount instead of hours.

PanelTime will automatically sort all entries into the correct CJA service categories — you don't need to organize them in advance.

Does PanelTime work for both CJA-20 and CJA-21?

Yes. PanelTime supports both CJA-20 (Attorney) and CJA-21 (Service Provider) vouchers. When you upload your timesheet, select the correct voucher type and PanelTime will apply the right service categories and export format.

How do I get my expenses into eVoucher?

Use the free PanelTime Chrome Extension. After downloading your Expense CSV, open eVoucher, go to the Expenses tab, and the extension will fill it in automatically — one click per entry.

What is the verification code?

When you enter your email and click "Read Handwriting," PanelTime sends a 6-digit verification code to that address to confirm it's you. Enter the code on the site within 10 minutes and you're taken straight to the converter — no password, no account setup required.

If you don't see the code, check your spam or junk folder. The email comes from noreply@cjaevoucher.com. The code expires in 10 minutes — if it expires, just click the button again to get a new one.

What does [!] mean on an entry?

A [!] flag means PanelTime was uncertain about that entry — the handwriting may have been unclear, the date ambiguous, or the service type hard to classify. It is a warning, not a final answer.

Always review flagged entries before downloading. Edit the row directly on the PanelTime results page, or correct it in eVoucher after importing. Do not submit a flagged entry to the court without verifying it first.
Is my timesheet stored by PanelTime?

Yes. Uploaded timesheet files are stored securely on our servers for both the Converter and Handlebill. For Handlebill subscribers, your entries are also accessible from your account — you can review, edit, and export them at any time. Converter files are stored for processing and backup purposes but are not accessible through a user dashboard. We do not share your data with third parties.

Handlebill

Questions about the ongoing billing tool for CJA cases.

What is Handlebill and how is it different from the Converter?

The Converter is a one-time tool: you upload a timesheet, it reads it, and you download a CSV ready for eVoucher. It does not store anything.

Handlebill is the ongoing billing tool. You log time as you go — by typing or by voice dictation — organized by case. At billing time, export your CSV and upload to eVoucher in one click. Handlebill keeps your full history so you can review past billing periods, avoid overbilling across cases with the calendar view, and pick up where you left off on any device.

Handlebill includes a 7-day free trial — no credit card required. Start tracking →
How does voice dictation work in Handlebill?

On any time entry in Handlebill, tap the microphone icon and dictate your entry — for example, "Two hours, reviewed discovery materials and drafted motion to suppress." Handlebill transcribes it and fills in the description and hours automatically. You can edit before saving.

Voice dictation works on any device with a microphone, including your phone, so you can log time immediately after a hearing or client call without opening a laptop.

What happens to my data after the free trial ends?

Your time entries are preserved. If you do not subscribe at the end of the trial, your account is suspended — not deleted. You can reactivate at any time from My Account and all your data will be right where you left it.

If you cancel an active subscription, the same applies: your data stays in place and you can resubscribe whenever you need it again.

Can I switch from the Converter to Handlebill?

Yes. If you have a Converter subscription, you can upgrade to Handlebill from My Account — your existing subscription is replaced and you get the 7-day Handlebill trial first. You will not be double-billed.

If you are not yet a subscriber, go to Handlebill and start the free trial directly — no Converter subscription needed.

What if PanelTime misreads an entry?

Every row in the results table is fully editable before you download your CSV. Click any cell to correct a date, description, hours, or service category. You can also add or delete rows as needed.

If you've already downloaded and imported into eVoucher, you can make corrections directly there before submitting.

Review every entry before submitting to the court. PanelTime reads handwriting and typed records as accurately as possible, but you are solely responsible for the accuracy of your voucher.
